URUGUAY REAL ESTATE MARKET OVERVIEW
Market structure, investment activity and international buyer participation, with a focus on Punta del Este and Maldonado.
Uruguay's real estate market is an established component of the national economy, supported by domestic demand, international property ownership and investment in residential and commercial development.
While Montevideo represents the country's largest urban property market, Maldonado, home to Punta del Este, José Ignacio and the surrounding coastal region, accounts for a significant proportion of national property transactions.
The market is characterized by widespread use of US-dollar pricing, independent real estate agencies and a substantial international buyer presence, particularly along the Atlantic coast.
REAL ESTATE AND ITS ECONOMIC CONTRIBUTION
Real estate and construction represent important components of Uruguay's economy.
According to Uruguay XXI, the real estate sector contributed approximately 11% of national GDP in 2023 and employed more than 27,000 people in 2024. Construction contributed a further 5.4% of GDP and supported approximately 79,000 jobs.
Investment in buildings and other construction reached an estimated US$7.65 billion in 2024. This figure includes residential and commercial buildings as well as other construction and infrastructure projects.
These indicators demonstrate the economic significance of property-related activity, although construction investment should not be confused with the value of existing properties changing ownership.
PROPERTY TRANSACTIONS BY REGION
According to Uruguay's National Statistics Institute (INE), 4,838 property sales were registered nationwide in August 2026, an increase of 9.85% compared with the same month in 2025.
Transaction activity was concentrated in three departments:
Together, Montevideo, Canelones and Maldonado accounted for approximately 68% of registered property sales during the month.
Maldonado recorded 6,154 property sales between January and August 2026, compared with 5,743 during the corresponding period in 2025, representing an increase of approximately 7.2%.
These figures cover the wider property market and are not limited to luxury residential transactions.
INTERNATIONAL BUYERS
Foreign purchasers represent an important component of Maldonado's real estate market.
According to estimates reported by the Cámara Inmobiliaria Punta del Este–Maldonado in 2026, Argentine buyers account for approximately 50–55% of property purchases in the region, followed by Uruguayan buyers at approximately 25–30% and Brazilian buyers at approximately 7–10%, depending on the reporting period.
This reflects the longstanding importance of regional demand, particularly from Argentina, in the coastal property market.
Buyers from North America and Europe also participate in the market, although comprehensive official statistics separating residential property purchases by nationality are not readily available.
These percentages are industry estimates rather than official registry figures and should not be interpreted as a precise breakdown of luxury property acquisitions.
MARKET STRUCTURE
Unlike markets operating through a centralized Multiple Listing Service (MLS), Uruguay's real estate sector is characterized by independent agencies, overlapping property representations and direct transactions with owners.
Individual properties may be marketed through several agencies, while others are offered exclusively or privately.
This decentralized structure means that publicly advertised listings do not necessarily represent the complete inventory available for purchase.
For international buyers, identifying suitable properties may therefore require access to multiple sources, local market knowledge and established relationships with owners and other agencies.
PRICING & EVALUATION
Property prices in Uruguay's premium coastal market are generally quoted in US dollars.
Valuations depend on several factors, including location, land area, construction quality, views, accessibility, surrounding development and applicable planning regulations.
In the upper segment, properties are frequently difficult to compare directly. Large estates, architecturally distinctive residences and scarce waterfront parcels may have few closely comparable transactions.
Consequently, advertised asking prices should not be interpreted as verified market values or completed transaction prices.
Official national median transaction prices provide a useful indication of general market activity but are less representative of individual properties in the luxury segment.
